On October 13, 2020, the Authority approved a revised fee schedule. This revised fee schedule took effect on January 1, 2021 and includes changes to the fee structure for the Clean Air Improvement Program (CAIP). For more information, please click here.

The Ohio Air Quality Development Authority (the “Authority”) pursues its mission to conserve air as a natural resource of the State by helping to finance air quality facilities for small and large businesses, utilities, governments, and universities. Over the last few years, the Authority has received increasing interest for certain potential qualifying projects, meaning entities requesting the Authority to support proposed projects that involve the rehabilitation of an entire building or a new building in its entirety. In response to this interest, the Authority has performed a due diligence process that considers many factors for determining how these types of projects may quality for the Authority’s bond financing.
As a result, the Authority has released the Clean Air Improvement Program (CAIP) guidelines, which were developed with a team of technical, financial and legal experts and approved by the Authority Meeting at its August 11, 2020 board meeting. These guidelines are available for potential projects to apply for the Authority’s bond financing and include a variety of project types that improve air quality in Ohio. Applications can be submitted in accordance with the CAIP guidelines.
The CAIP guidelines have also been released during a pilot period to allow for public comment, stakeholder input, and feedback from applicants engaged in the process through March 2021. The Authority Members will consider any and all comments to revise the CAIP guidelines. To submit comments, please send an email at email@example.com. The Authority has filed a rule proposal with the Joint Committee on Agency Rule Review (JCARR) to begin the legislature’s rule-review process.
